Mt 25,37-40
(185th CDS) Subsidiarity is among the most constant features and directives of the Church's social doctrine, present since the first great social encyclical [395]. It is impossible to promote the dignity of the person if not taking care of the family, groups, associations, local territories, in short, those expressions of aggregative economic, social, cultural, sporting, recreational, professional, political, to which people spontaneously give life and enabling them to make effective social growth [396].

(Mt 25: 37-40) Defense Community ownership and exploitation
[37] Then the righteous will answer him, 'Lord, when did we saw you hungry and we fed you, or thirsty and give you something to drink? [38] When did we see you a stranger and make you welcome, lacking clothes and clothe you? [39] And when did we see you sick or in prison and visit thee? [40] In response, the King will say to them: Verily I say unto you: every time you did it to one of these my brethren, you did it to me.
(CDS 180) If in the process of economic development and social gain considerable relief forms of property unknown in the past not be forgotten, however, the traditional ones. Individual property is not the only legitimate form of ownership. Especially important is also the oldest form of communal property that, although present even in economically advanced countries, characterized, in a peculiar way, the social structure of many indigenous peoples. It is a form of property that affects so deeply into the economic, cultural and political life of those peoples to be an essential part of their survival and well-being. The defense and promotion of community ownership should not exclude, however, the awareness that this type of property is intended to evolve. If you were acting only to ensure its preservation, we would run the risk of tie to the past and, thus, to affect [381]. It is always crucial, especially in developing countries or that have come from collectivist systems or settlement, equitable distribution of land . In rural areas, the possibility of access to land through the opportunities also offered by the labor and credit markets is a necessary condition for access to other goods and services, in addition to being an effective way to protect the environment, that possibility is a viable social security system in those countries that have a weak administrative structure [382] .
